He is admitted to the Bar in Florida (1975) and is admitted to practice before the United States District Court for the Southern and Middle District of Florida and the United States Courts of Appeals for the Fifth, Sixth, and Eleventh Circuits. He is also a member of the Employment Law Sections of The Florida Bar and the American Bar Association.

Mr Burns has a strong background in labor and employment law, having concentrated his practice in that area for over twenty years. He is Board Certified by The Florida Bar as a Specialist in Labor and Employment Law. Although Mr. Burns primarily has represented management in his active practice, he has also represented plaintiffs in discrimination claims, including claims of sexual harassment. He is a certified Mediator for Civil Circuit mediation in Florida.

Mr. Burns has extensive experience as both in-house and outside counsel, along with a background in public sector law. During the first five years of his legal career, he was an Assistant County Attorney for Metropolitan Dade County, Florida. Subsequent to that, Mr Burns was Senior Attorney in charge of labor and employment matters for Storer Communications, Inc., a New York Stock Exchange listed company which owned and operated broadcast television stations and cable television systems throughout the United States.

Since 1989, Mr. Burns has been in private practice and has handled numerous employment discrimination cases involving all protected classifications under Title VII of the Civil Rights Act of 1964, as amended, and Chapter 760 of the Florida Statutes. He has also advised clients and handled matters involving the Family and Medical Leave Act, the Americans With Disabilities Act (Titles I and III), Workers' Compensation retaliation claims, and many others.

In addition to discrimination and retaliation claims, Mr. Burns has extensive experience in traditional labor law. He has practiced before the National Labor Relations Board and PERC, and has handled unfair labor practice charges, represented clients in arbitrations, and conducted collective bargaining and contract administration.

Mr. Burns is a frequent speaker at employment law seminars sponsored by Lorman Education Services, the Council on Education in Management, The Florida Bar, and others.
