    The choice of achieving increased water capacity either by drilling additional groundwater wells or by connecting to the Lake Huron pipeline was reviewed by consulting engineer Steve Burns of B.M. Ross and Associates Ltd. "The problem is an increased demand coupled with a decreasing water supply," explained Mr. Burns. "There is also the question of quality and increased levels of nitrate." Statistics indicate the current average demand is 6,000 cubic metres per day. Summer maximums are in excess of 11,000 cubic metres per day. A 20-year projection, based on a population of 21,500, estimates a maximum daily use of 18,500 cubic metres. "The water table has shown a decline of one metre over the past 24 months," said Mr. Burns. "This is a very significant decrease." Mr. Burns was hired by the municipality to do the initial studies and planning work leading to a pipeline connection project. This project would allow the shutdown of the town's existing groundwater well system. Strathroy-Caradoc is seeking permission from the province to speed up the normal environmental assessment act approval process, a move which could result in approvals for the proposal being granted by the end of the year. Normally a Class Environmental Assessment can take as long as five years because it must consider all possible water source alternatives, including groundwater. "Because of pressing quantity and quality concerns, we are asking the province to approve a study which looks solely at the pipeline connection option," said Mr. Burns. "We are preparing a Declaration Order to submit to the ministry in early April." During his presentation, Mr. Burns outlined the difficulties of continuing with groundwater wells. "Because of declining water tables it's getting harder to pump water out of the ground," said Mr. Burns. "The daily demand is increasing steadily." According to the 2001 Groundwater Management Study adequate quantities for the next years could be available. "The study also concluded that the ability to develop and quantify is not certain," said Mr. Burns. "Reduction of nitrogen would also be critical." It is the opinion of Mr. Burns that groundwater is just not a viable option as a continued supply source. "Further investigation into groundwater will be both time consuming and costly," said Mr. Burns.
