Joe resides in Clermont, Florida with his wife Hilda and three children, Joey, Christopher, and Hillarie.He has over 33 years of professional experience is all aspects of emergency response.

Professional Background

Joe became a career firefighter in 1971 for the Tiogue Fire District in Rhode Island.In 1974 he was promoted toFire Chief.He served as Secretary for the R.I. Assoc. of Fire Chiefs for 11 years and the Joint Council of Fire Service Organizations.He was an active member of the International Assoc. of Fire Chiefs and served on their Hazardous Materials Committee.Joe was active in many State and Local professional and civic Associations and was an active member and certified "Bomb Disposal Technician" for the R.I. Bomb Squad for 8 years.He organized and chaired the Community Arson Task Force and Hazmat Team.He served 23 years in the Air National Guard as a crash firefighter in Rhode Island & Maine.He has received numerous honors, including two National Red Cross Merit Awards; one signed by President Reagan and another by President Ford.In 1987 Joe opened the first office of Burgess & Associates Hot Zone USA in Maine.Presently, with the help of a highly qualified staff of instructors from three offices, he teaches all levels of hazmat response, confined space rescue, high angle rescue, and site-specific emergency response specialist programs for hundreds of customers.

Joey has been a full-time employee since 2002.But he has been exposed to the emergency response field from the time he could walk.He has an amazing electronic and mechanical aptitude and enjoys remodeling his house and being creative with computers and electronics.

He is responsible for all computer hardware and software issues and maintains hundreds of thousands of dollars in digital copiers, binders, vinyl cutting and graphic machines, and more.Joey designs our marketing brochures, training materials, power point programs, and trailer and vehicle vinyl graphics.

Joey helps our instructors when they need to develop professional grade training materials and programs.Recently, he worked with Ralph Butcher to design a workbook and power point program for our new Technical Rescue Programs.We depend on his creativity and his ability to take our ideas to a professional level.He works quietly behind the scenes, but our customers recognize the quality of his work every day.
