    "The exact origin of the name is lost," says Oliver "Ollie" Buckles, the Palmetto Conservation Foundation's coordinator for the Lowcountry portion of the Palmetto Trail."Long-held tradition has it that it was named during the American Revolution, but there are maps before the war showing it named Hell Hole."

    Buckles adds that colonists who lived in the area may have given it the notorious moniker because it once contained a mysterious clearing â€" measuring from hundreds of acres to up to perhaps even a thousand â€" where only grasses grew.

    Buckles noted that the bluff used to be home to a rectory for St. John's Parish and that a well inside the house led to a cave in the limestone, which was used as a escape route in case of Indian attacks or slave uprisings. (Higher water levels sometimes can cover up the cave opening.)

    An hour hike along the Palmetto Trail near and over the Wadboo, meanwhile, still shows distinct signs of former rice dikes built by slaves centuries ago.Buckles notes that, as wild as the area is, the thumbprints of man, from developing rice fields to clear-cutting of ancient longleaf pine and current man-made water-level changes, are all over the place.

    Oliver Buckles, the foundation's trail coordinator for the Lowcountry, says that the center has tremendous potential for drawing attention not only to the hiking and biking on more than 100 miles of the Palmetto Trail, but to the 175 miles of "paddling trails" of Berkeley County's Blueways system and the newest state forest, Wee Tee State Forest, on the northern side of the Santee River.

    "I think we're going to be able to bring people to St. Stephen to enjoy the great outdoors," says Buckles, adding that upper Berkeley County should capitalize more on its array of outdoor recreation opportunities.

    Eventually, he hopes, the center not only will offer kayaks and mountain bikes for rent, but that it will serve to encourage more outdoor outfitters to set up shop in and around the St. Stephen area.

    Modeled after the foundation's first outdoor center in Wedgefield that was opened in the spring, the St. Stephen center will be staffed to provide information and other resources such as maps.It also will serve as the starting point for regularly organized hikes and paddle trips, guided by naturalists, historians and other experienced trip leaders.

    "We want to show people what resources are available, and then they can return with friends and do it on their own," says Buckles.

    "The Wedgefield project has been a real success, but I really think the St. Stephen center will get an even bigger response because of the water activities that are available," says Buckles, adding that he increasingly is seeing more vehicles hauling kayaks or with kayak racks in the area.

    "We don't have a pot of money ourselves to dip into," said Oliver Buckles, Lowcountry coordinator for the Palmetto Conservation Foundation, which has overseen the development of the trails since the system's establishment in 1994.The foundation has used AmeriCorps and inmate labor as well as volunteers.

    The Lowcountry damage has been accompanied by Upstate damage from storms that made landfall in the Florida Panhandle and moved in to flood the mountains.In Clarendon County, a long stretch of the trail was left in tree-splintered ruins by an ice storm last winter and is being cleared.

    Buckles estimated total trail damage at more than $100,000.
