Former Mayor Donna Jean Bruce said the park situated in a residential neighborhood blocks from downtown and built on fill, thus costly to develop, but it is also at the location of the city's old sewer plant.
"I'm sure that that site's going to have to be cleaned up, and clean up isn't cheap â€" it's very, very costly," she said. -

Poulsbo Mayor Donna Jean Bruce isn't up for re-election until next fall, but the race for her job has already begun.
City Councilwoman Kathryn Quade announced Tuesday that instead of running for re-election to her council seat, she will ask voters for a promotion to mayor of the town of 7,000.
...
Quade said running against Bruce while serving on the council together will be interesting, but that their overall goal is the same: to serve the city's residents.
For Bruce, it's a familiar situation. She ran for mayor against Councilman Mike Regis in 2001 after being appointed to the seat in 1999 when Mayor Mitch Mitchusson retired mid-term. Bruce served 10 years on the council and seven years on the city's board of adjustment and appeals before that, giving her a total of 22 years with the city.
"I think I have more experience in city government," she said, alluding to Quade.
Bruce wants to serve another term to complete unfinished business. Most notably, she would like to oversee the implementation of new software she said will change the way the city works. She would also like to watch the development of Olhava, oversee the long-awaited expansion of Highway 305, and possibly see the birth of a new City Hall.
Bruce has lived in Poulsbo her whole life. She is married and has two grown children.
Quade grew up in Northern California and has lived in Poulsbo with her husband on and off since 1975. They have one grown son. She has training as an artist, but said she considers serving on council as her full-time job. She also serves on two county juvenile diversion boards to help young criminals clean up their acts.
