   The Capital Development Board approved the selection of Phillips Swager Associates to program , plan and design a Treatment and Detention Facility for the Department of Human Services. The Peoria-based architectural and engineering firm will begin work on the $86 million project this summer.
   
   This facility will be one of just a few in the country designed specifically for the treatment and detention of sexually violent persons.
