   Larry Brubaker, president of the TPAC Board of Trustees, responded with a statement stressing that TPAC after experiencing problems is now "solid and functioning well."
   
   "Over the years debt built up and over the past few years almost all of that debt has been paid," he said.
   
   A volunteer board of trustees oversees the city-owned TPAC, 214 S.E. 8th, which has been managed since July 2002 by Ames, Iowa-based Compass Facility Management.
   
   Brubaker said TPAC needs financial help from the city to continue to put on such events as Sunday's Loretta Lynn concert, which he said drew nearly 2,000 people.
   
   "Lack of funding by the city would likely mean the demise of TPAC," he said.

   Brubaker on Wednesday questioned the allocation process.
   
   "The process that was used to accept recommendations from a committee and to be decided on by the city council committee of three has been troubling for TPAC," he said.
