   The Minnesota Department of Human Rights has filled two key positions by hiring Michael K. Browne, former interim director of the Minneapolis Department of Civil Rights, and Mario Hernandez, former executive director of La Escuelita.

   Browne will serve as the department's manager overseeing legal affairs, coordinating appeals, conciliations, settlements and other legal matters.

   As interim director of the Minneapolis Department of Civil Rights from May 2006 until June 2007, Browne earned the respect of lawyers and judges and garnered high praise for his contributions to the department during a transitional period. He had joined the Minneapolis Department in September 2005 after serving as a consultant, conducting a review of the City's Civil Rights complaint investigations unit and civilian police review authority.
   
   Previously Browne was a practicing attorney focusing on civil rights, criminal and employment law. From 2002 to 2003 he was a fellow with the Robert Bosch Foundation in Germany, and recently earned a certificate from the Human Rights Institute/Faculty of Law at the University of Madrid and Helsinki España. He received his B.A. degree from the University of Minnesota-Duluth and J.D. degree from Hamline Law School in St. Paul. He currently serves as an adjunct professor of law at the University of St. Thomas School of Law. He lives in North Minneapolis and is a native of Rochester, MN.

   Instead of compensating for past wrongs, enforcement of the Ordinance has become so laid back that when former Interim Director of Civil Rights Michael K. Browne, a teacher at the University of St. Thomas School of Law, asked for reports on its compliance, which are supposed to be administered regularly, he encountered "pushback."
   
   Browne commissioned a study by the Humphrey Institute to gain clarity on what was going on internally.

   Prior to joining Birrell & Newmark, Ltd., Mr. Browne was a Fellow with the Robert Bosch Foundation Fellowship Program in Germany, where he advised colleagues at the German Federal Ministry of Justice in Berlin, and the Munich Public Prosecutor's Office on the American criminal justice system. He focused primarily on criminal law reform and comparative criminal law, and authored a law review article on the subject of victim rights law and police brutality. Mr. Browne also published an article analyzing the constitutionality of the Minneapolis loitering ordinance. Mr. Browne previously was an Assistant Public Defender with the Third Judicial District Public Defender's Office, and as well as a bilingual Staff Attorney with the non-profit community law office of Centro Legal, Inc., in St. Paul, Minnesota. He was the Judicial Clerk to the Honorable LaJune Thomas Lange, Hennepin County District Court Judge, and a Law Clerk at the Hennepin County Public Defender's Office. Mr. Browne speaks Spanish and German.
