Jeffrey Browne, president of the non-profit Public Policy Forum, said the project is intended as a follow-up to a study released last year showing that affordable housing in suburban communities is untapped by racial and ethnic groups that instead congregate in Milwaukee neighborhoods.
Browne said he was not aware of a previous effort to explain the phenomenon based on interviews with affected families.
"We think it's critical for people to understand not just the data, but the human dimension," he said. "It'll help explain a lot of things, and I expect it'll provide some surprising results."
In a written proposal to Waukesha County, proponents say the research would put a human face on the long-debated question of whether southeastern Wisconsin is racially segregated - and why.
Researchers at the University of Wisconsin-Milwaukee released a study earlier this year that sought to discredit the widely circulated contention that Milwaukee is one of the most racially segregated cities in America.
