   Emira Habiby-Browne, MA Ms. Habiby-Browne is the founder and Executive Director of the Arab-American Family Support Center, established in November 1993 to serve the Arabic-speaking community in New York City. She has extensive experience in social services administration and management, program development, social research, and fundraising. Her expertise is in family and children's services, where she has developed and administered many programs. In 1997, Ms. Habiby-Browne was appointed to Mayor Giuliani's Task Force on Police/Community Relations. She has been honored for her work in the community by the Brooklyn District Attorney, the Brooklyn Borough President, and the New York City Council, and most recently she received a Union Square Award from the Fund for the City of New York.

   As the government hunted for terrorists after 9/11, federal grief counseling funds were spent to assist Arab men as they were fingerprinted and questioned by U.S. authorities in downtown Manhattan.
   
   Emira Habiby-Browne, the former head of the Brooklyn-based Arab-American Family Support Center, told the Daily News she used the organization's $75,000 Project Liberty mental health grant to help "hundreds of our men" as they lined up outside New York's immigration office at 26 Federal Plaza to register with authorities.
   
   The center's Project Liberty grief counselors spent many days chaperoning the men to the immigration center, helping them fill out forms and make phone calls to their anxious families. They bought them pizzas and other food and acted as interpreters and advocates with U.S. authorities.
   
   To Habiby-Browne, those actions met the definition of "crisis counseling." In fact, she broke FEMA's rules.

   But to Habiby-Browne and Nora Pharaon, the psychologist who supervised the center's Project Liberty grant, their actions were warranted.

   Emira Habiby Browne, Executive Director of the Arab-American Family Institute, spoke movingly of the impact of the attack on her community "Many Arab- American children have been afraid to go to school and some have been beat up" she said. Arab-Americans are being harassed and many are isolating themselves. Ms. Browne urged the audience to reach out to members of their community that are of Middle Eastern descent. During the question and answer period, one social worker said that her father is Arab and she thanked Ms. Browne for focusing on the issue of bias.
