  "My sense is that no one knows for sure what to make of this whole financial mess," said Des Moines attorney Bill Brown of BrownWinick."We've never encountered anything like it before in our lifetime."
  
  "So I think voters will be forced to rely on traditional economic issues" to choose between presidential candidates, said Brown, who is next year's chairman of the Iowa Association of Business and Industry.
  
  Brown said that if the bailout eases concerns about access to credit, Iowa business owners may identify taxes as their biggest issue.Obama's proposal to repeal Bush tax cuts for America's wealthiest, pushing the tax rate from 35 percent to 39.6 percent, would affect many Iowa businesses, he said.
  
  "What the public often misses is the fact that business income often gets taxed at personal rates" because of companies' corporate structures, Brown said."If you've got a business earning $500,000 and you own all of it, you will get taxed on all of it even if it's not distributed.
  
  "It's earned by the business and usually kept in the business," Brown said.
