Bill Brown, president of property management company Brown Bros. Agencies Ltd., said property owners can be selective.

Many owners fear the damage cats can cause by spraying, he said.

"There is a pet deposit that is available to landlords for one half a months rent, however that is not going to black light and replace and remediate damage a cat can do to a suite," Brown said.

Townhouses or houses are becoming the only option for pet owners, Brown said.

"We've probably got fewer arbitrations than in years prior and the reason for that is the time that it takes to get an arbitration has increased to up to 60 days," said Bill Brown, president of Brown Bros., one of Victoria's largest property-management companies.

"If you are in a dispute with a tenant and you have to wait 60 days to get a response from arbitrations, you are probably better to reach some sort of middle ground with the tenant."

The long waiting time, a product of government staff cuts and rising case loads, simply gives a bad tenant "another clock to run," said Brown.
    ...
Landlords try not to use the process frivolously because no company wants a reputation of routinely evicting tenants, said Brown.
