   Rather than cutting back on wages and benefits for city workers, Walter Brown, president of the Knollwood/Willow Neighborhood Association, said he'd rather see the city scale back on other expenses.
   
   In particular, he wants the city to abandon plans to install stationary police cameras around the city.
   
   "I wouldn't like to see money spent on those," he said.
