(lies) Here is Ms Capps biggest lie: "its just a study"-----Not so Louise---- Walter Brown, a program manager for the National Park Service in Washington,D.C., said a declaration of federal authority always remains a possibility, regardless of the decision of the current Congress. "That's true," Brown said, agreeing that studies do not disappear from the field of congressional consideraitons.
