Raised in Paden City, Broadwater graduated from Paden City High School in Wetzel County in 1968.
He graduated with magna cum laude honors from West Virginia University in 1972 with a bachelor of arts degree and accepted a commission in the U.S. Army.
After two years on active duty, Broadwater, returned to West Virginia, where he attended West Virginia University College of Law, graduating in 1977.
Broadwater married his wife, Chong H. Kang in 1974, and was the father of three children -Chandra, Taeja and Shane.

In support of Operation Iraqi Freedom, Broadwater was mobilized in 2003 and served as the deputy director for the Center of Operations, Plans and Policy, United States Special Operations Command.He subsequently served as the deputy commanding general of the Combined Joint Task Force of Horn of Africa at Camp Lemonier in Djibouti in the U.S. Central Command.
In 2005, Broadwater was again mobilized to serve as commanding general of the Joint Interagency Task Force-High Value Individuals Multi-National Force-Iraq.
During his military career, Broadwater was awarded the Armed Forces expeditionary service medal for his service in Korea, the meritorious service medal with three oak leaf clusters, the humanitarian service medal, the special forces tab, the master parachutist badge and the military free fall wings.
He was a member of the American Bar Association, the West Virginia State Bar, the West Virginia Judicial Association, the Federal Judges Association, the Veterans of Foreign Wars, American Legion's Wheeling Post No. 1 and the National Guard Associations of the U.S. and West Virginia.
Broadwater practiced law with the firm of Riley and Yahn and successor firms in Wheeling from 1977 to 1983.He was a special prosecuting attorney for Ohio County from 1978 to 1979, and from 1982 to 1983.
He was a hearing examiner for the West Virginia Workers Compensation Fund from 1978 to 1981.He was appointed by former Gov.
