    Perth's Access 31 and Brisbane's Channel 31 were most at risk, said Andrew Brine, general manager of Access 31 and president of newly-formed peak body the Australian Community Television Alliance.

    The five capital-city stations announced yesterday they had split from the Community Broadcasting Association of Australia and joined forces in ACTA to more effectively lobby the Government."There are over 300 community radio stations and only five community TV stations (in the CBAA)," Mr Brine said."We were to some degree getting lost in the mix and we felt as a sector we would be better doing it by ourselves."

    While the commercial and public TV networks were already simulcasting in analog and digital ahead of the switch-off of the analog signal in December 2013, community TV was marooned on the analog signal, with no government plan or funding to go digital.Uncertainty over the stations' future was deterring program-makers and sponsors, and audiences were dwindling as viewers migrated to digital TV sets, Mr Brine said.

    "Perth has lost on average 12,000 viewers a month over the last year or so (and) 90 per cent of it would be because of digital take-up," he said."For Brisbane and Perth especially it is stretching the ongoing viability of the services.

    "Digital take up in Australia is now at a level were 42% of households have a digital television and this figure is even higher in WA," said ACCESS 31 CEO, Andrew Brine.

    "Digital take up is rising rapidly and in most cases results in ACCESS 31,s analogue signal no longer being able to be received."

    "The Australian Government has spent hundreds of millions of dollars on all other free-to-air television services to allow them to go digital, yet not one cent has been spent or committed to community television including ACCESS 31.Our WA State Government, Lotterywest and many others have provided invaluable support for the local service but can no longer commit to something that has no future," Mr Brine said.

    "The Company's Directors have convened a meeting of members to be held on Friday 27th June 2008 where members will be asked to pass a special resolution to place the company into liquidation," said Mr. Brine.

    "The company has a limited window of opportunity to stave off liquidation but must have a solid commitment from the Federal Government to a digital future and an injection of funds to assist it during ACCESS 31,s transition to digital.The Board and Management continue to do everything in their power to resolve the current situation and have built a strong asset base providing creditors with some comfort in the event the company is wound up."

    "Other States' community TV stations are facing a similar fate as ACCESS 31 and will at some point be winding up their operations if unable to access digital spectrum," said Mr. Brine, who is also President of the Australian Community Television Alliance (ACTA).

    Access31 chief executive officer Andrew Brine today told eMU News that the financial independence of the station fluctuates as any money raised goes straight back in to the organisation.

    He said while it was a struggle, the additional funding would definitely help to ease the situation.

    Access31 is the only television station in Perth that has not switched to digital transmission."Digital take-up is having an effect on us," Mr. Brine said.

    He said the changes were expected to become permanent by 2012 following the federal government's digital action plan.

    Mr Brine said the Channel still needed additional funding to increase the size of its transmitter from 15 to 20 kilowatts.
