James V. Breuer and Nathan Podkaminer of the Hueber-Breuer Construction Co. purchased 455 N. Franklin St. from Hurbson Office Furnishings March 8 and plan a top-to-bottom renovation to turn the four-story building into first-class office space.

J. Andrew Breuer, James Breuer's son and manager of the project, said work on the building is scheduled to begin in the next few months and should be completed by the end of the year.The project will cost about $6.5 million, including the $600,000 purchase price, he said.
"We could have this turned around in six months," said Breuer.
The developers are hoping tenants will find the building appealing because of its location in up-and-coming Franklin Square, a former industrial zone full of condominiums, apartments, offices and commercial space.

J. Andrew Breuer said Franklin Square's inclusion in a state Empire Zone and federal Empowerment Zone are key to making the project feasible.
Businesses that invest money and create jobs in the zones are eligible for a host of tax credits and utility rate discounts.
"They really gave us the push that it needed," said Breuer.
