   Development agreements often include new partners before they're finalized, Compass president Tom Bretz said.
   
   "Stuff like this happens all the time in real estate," he said. "It's not unusual for people from the same camp to make changes on who will do a project." Although Compass was interested in the project, circumstances were not in the company's favor. "We had a fairly rocky road with the prior (city) administration, but that relationship has gotten much better since we had the problems," Bretz said. "I had a plan and idea on how it would work, which would take a lot of people, including the city, businesses and my company working together," Bretz said. "It just did not work."

   The people in Wausau seem to really like coming to these locally owned boutique shops," said Tom Bretz, vice president of Compass. "It's a beautiful building, important to the area, and we feel the downtown property values are only going to improve."
   
   Compass is a long-term buy-and-hold company employing six workers. It is looking for properties throughout Wisconsin to add to its portfolio, Bretz said.
   
   And Wausau tops the list of likely locations.
   
   "We feel that Wausau represents one of the best opportunities in Wisconsin for investment right now," he said.

   There is only one vacancy, and Bretz said the company is being choosy about filling it.
   
   "We're looking for an upscale clothing store, book store, electronic store; somebody that fits in with the character of the building," he said.

   Overall, though, Bretz said the Boohers did a good job of managing the property.
   
   "Really, the only thing we feel like we can add is that we have more time and resources and, from an operations standpoint, a little more stability," Bretz said.
