   Albert Bressand is the Director of the Center for Energy, Marine Transportation and Public Policy at Columbia University; he is also Special Adviser to the EU Commissioner in charge of energy in Brussels and a member of the faculty of the World Economic Forum. Dr. Bressand served as the head of the Global Business Environment department in Royal Dutch Shell from 2003-2006 and as managing director and cofounder of Prométhée, a nonprofit, Paris-based think tank specializing in the emerging global networked economy. A French citizen, he earned advanced degrees in both mathematics and engineering at Ecole Polytechnique in Paris, and an MPA and a PhD in Political Economy at the Kennedy School at Harvard University.
