   Mr. Breslin asked the Council to consider having a Mountain Lakes Borough flag made to use at local ceremonies. He explained that the suggestion follows a request by a family of a deceased resident to lower the American flag in his honor at the time of his death. However, the American flag can only be lowered to half-mast on the directive of the President of the United States or the Governor of the State.

   Jud Breslin, a former three-term Mountain Lakes mayor who has self-published an educational children's book for beginning tee ballers, at Pitcher and Scerbo in Mountain Lakes on Thursday. Breslin, director of an area tee ball program, said his book teaches children the basics of the tee ball.

   MOUNTAIN LAKES -- Jud Breslin has been teaching tee ball to youngsters for more than 15 years, using stories and poems to help children grasp the fundamentals of the game.
   
   However, it wasn't until recently that Breslin realized that his stories combined with colorful pictures could create a visual primer.
   
   "Children like stories," said the 60-year-old former borough mayor and director of the Tri-Town Little League's tee ball program. "If you try to teach them something, one way to do it is to tell stories. The idea behind (this book) is that parents can sit down with their children and read it with them."
   
   So Breslin wrote "If the Ball's in the Air ... A Season in Tee-Ball."

   Breslin incorporates famous names of Major League Baseball players, both past and present, in stressing the fundamentals. He said it helps to use players kids know that they can easily relate to.
   
   "I say Babe Ruth invented the home run because he didn't know how to run the bases," he said.
   
   "I teach (the kids) to run right through first, but not overrun second and third. You never want them adopting a home run trot too early," he chuckled.

   The book, Breslin said, can serve as a keepsake as children progress from tee ball to the Bantam leagues to Little League.
   
   Borough resident Bill Duncan is one of four coaches who help Breslin with the tee ball program.

   Breslin and his wife, Wendy, have five grown sons, all of whom are athletic. Breslin, who played college ball at Colgate University, coached each of his sons through their Little League careers.
   
   "It's all in the genes," he said, his eyes twinkling.
   
   Currently, Breslin is working with Mills to create a series of four mini-books, or Pee Wee Readers, that contain instructions for tee ballers on individual topics; safety, conduct, behavior and good sportsmanship.

   "Parents have told me time and again, 'You should write stories'," he said.
