Edward Hampton Hart, 26, was charged Monday evening with felony failure to stop and render aid in connection with the accident, said K.C. Breshears, an Orange County District Attorney's Office criminal investigator.
    ...
Nor did deputies have a "wheel witness," someone who could say Hart was driving the truck, Breshears said.
    ...
The people interviewed from the party initially were "less than completely truthful," Breshears said.

"I don't think the (witnesses) were protecting (Hart) so much as they were themselves," Breshears said.
    ...
More details eventually emerged, and Breshears believes he now has complete statements, which he used to get an arrest warrant.

He does not plan to pursue false statement charges against any of the people at the party since they all eventually told the truth, Breshears said.

He said he does plan to pursue an additional charge of manslaughter naming Hart. It is a second-degree felony punishable by 20 years in jail and a $10,000 fine, the same penalty as for intoxication manslaughter, which Breshears said cannot be proved in this case.

K.C. Breshears, criminal investigator for the Orange County District Attorney's Office, was visiting family members Dec. 8 in Kerrville Dec. 8. He went to dinner with his 25-year-old son, who is also a law enforcement officer. They talked over a steak dinner and had some father-son time together for about two hours.

"I was in my personal vehicle, which is also my police vehicle, which was parked close to the front of the doors of the restaurant," Breshears said.

As Brashears started to drive down the road he thought about his weapon, which had been in a closed compartment. He looked around the vehicle and noticed it was missing. Also missing was his badge, laptop computer and camera equipment.

Breshears filed a report with the Kerville Police Department, but the items haven't been located.

In 1999, prosecutors in the small Texas-Louisiana border county just east of Beaumont charged him with aggravated sexual assault and indecency with a child, said K.C. Breshears, an investigator with the Orange County district attorney's office.
    ...
Breshears said the active search for Winters picked up this year, when the Orange County district attorney decided to make some high-profile cold cases a priority.
    ...
Breshears has monitored Winters' family's telephone records and has found no evidence of calls to or from him. He searched a storage locker Winters rented and discovered hundreds of newspaper clippings with names and pictures of young boys and girls.

"He was targeting other children," Breshears said.
    ...
The absence of solid sightings in the U.S. leads Breshears to think the ex-soldier may have fled to Germany hoping to blend in on the fringes of the military community here.
    ...
Breshears said his records of the suspect's service are sketchy. Winters' last military posting was with the Mannheim-based 574th Supply Company. He last lived in Estenfeld, near Aschaffenburg.
    ...
"I've got a real burnin' feeling in my gut he's in Germany," said Breshears, whose office is offering a $2,000 reward for Winters' capture. "I think it's going to be somebody in the military who gives this guy up."

"This guy is just a sick twit to beat all," he added. "We need to get him off the streets."

Anyone with information about Winters may call K.C. Breshears at (409)883-6764, or e-mail him at: kbreshears@co.orange.tx.us.
