   The «Universal Declaration of Youth Rights and Duties» has been written in Milan , on December 25th 1992 by Giuseppe Rodolfo Brera , President of the Italian Society of Adolescentology ( SIAd ) , founder , past-president and European coordinator of the World Federation and Society of Adolescentology ( WFSA ) , Rector of the Università Ambrosiana , with the aim of founding an ethical order grounded on anthropological basis , that could make responsible at the same time the Governments and the youths. The purpose of the Declaration is to define the basic ethical foundations and the motivations of youths behavior in a fashion coherent with an absolute order of values , for the legislation that concerns the youth world. The Declaration is an ethical document that for the first time explicitly proposes the consciousness of rights and duties that are specific for adolescents and youths , differentiated from young children for their peculiarities and for their relational , psychological , biological and behavioral possibilities. The «Youth Charter» has been approved by the Directive Council of SIAd on the 24th January 1993 , becoming its ethical statuary document , and has been registered in Italy with a notarial act on the 30th of January 1993.

   In the same year diplomatic contacts have been initiated with various nations and Prof. Brera founded the International Committee for the Universal Declaration of Youths Rights and Duties : YCIC , Youth Charter International Committee , with the aim of promoting National Committees , the consent of other nations and an International Convention on the document itself , inviting to be a member Prof. Josef Seifert , philosopher and Rector of the International Academy of Philosophy ( Liechtenstein ) , Jerome Lejeune , genetic researcher ( France ) , Avelina Perez , sociologist , delegate of the Republic of Equator , the first nation to acknowledge and to diffuse the Declaration , Milena Cerna , physician , member of the Havel Foundation ( Cechy Republic ) .

The Youth Charter was the ethical fundament of its statute , and it must be signed by the members as condition to be admitted to the Society. In 1995 the Declaration became the ethical fundament of the Statute of the Università Ambrosiana , and its acknowledgment is the condition for teaching and for studying in this University. In 1996 , on the 28th of January , in Milan , at the Abbazia di Chiaravalle , to celebrate the second anniversary of the presentation of the Declaration , the international meeting «The defense of youths rights» has been promoted by the YCIC , the Italian Committee , the WFSA and the Università Ambrosiana. During this meeting the Declaration has been presented again by 12 youths from the five continents , and it received a formal acknowledgment from the region Lombardia ( Italy ) . On the 8th of June 1996 , the Declaration was officially presented in Praga by YCIC and WFSA at the presence of the representatives of YCIC and of the Italian Ambassador. On the 6th of July , during an International Congress held in Varese ( Italy ) , Prof. Brera , in view of the documented behavioral damages consequent from the poor quality of TV spectacles , presented the text of an «International Convention for a television , cinematographic , multimedial programming to promote and to defend mental and behavioral health of adolescents and youths». On the 5th of October , at Cittadella ( Padova , Italy ) , during the National Congress of SIAd and the International Symposium of WFSA , held under the high patronage of the Presidency of the Italian Republic , YCIC promoted a round table on the Universal Declaration of Youths Rights and Duties , with the official participation of the ONU Board for Human Rights and of Josef Seifert ( Rector of the International Academy of Philosophy , Liechtenstein ) , Alexandre Ovsiouk ( ONU Board for Human Rights ) , Aldo Papisca ( Board for Human and Nation Rights , Padova University ) , Franco Panizon ( Trieste University ) and of Giuseppe R.    In November 1996 , with the patronage of YCIC , Giuseppe R. Brera founded as part of the Università Ambrosiana the European Center for Studying Youths Rights and Duties ( CEUDIG ) , with the purpose of promoting the adhesion of States to the Universal Declaration and to the Convention , and to promote scientific researches in the fields of motivations towards behaviors that respect ethical and social values. CEUDIG , since from its birth , actively denounces to magistrates the violations of youths mental health rights intervening against pornography diffusion , and promoted a Symposium in June 1996 on the activity on the United Nations in respect of Human Rights , with special regards to adolescents and youths , with the participation of Luca Luppoli ( ONU Board for Human Rights ) , and on the psychosocial rehabilitation of traumatized adolescents in Rwanda. In the fall of 1996 , CEUDIG promoted an European research into the psychological and existential motivations of the youths perception of their rights and duties , and promoted the organization of the International Meeting : «Youth dignity : coping with rights and duties» ( 11-13th June , 1998 ) .
