Not all WISPs are equal, said Bob Brentmall, owner of South Valley Internet in southern Santa Clara County and a board member of the California ISP Association.He said WISPs, which range from multimillion-dollar businesses to mom-and-pop operators, must be savvy with both radio technology and networking systems.

The best way to evaluate a WISP, he said, is to talk to its clients to gauge their satisfaction.
