James Brennan, Esq., who has been our borough attorney for more than 25 years, receives an annual salary of about $123,000, plus additional compensation at the rate of $75 per hour for every hour over 85 hours a month.
Over the past four years alone (1998-2001), we have paid Mr. Brennan $992,916.22 in salary and hourly fees. (It was spread out fairly evenly, so there was no spike in compensation for any extraordinary matter.) I don't have the figure yet for 2002, but have no doubt that it will be similar. On top of his monetary compensation, we have paid for his family health insurance benefits (about $12,000 per year) and social security employer taxes (about $9,000 per year). The average cost to taxpayers over the last four years has been about $270,000 per year. But there's more. We also pay for his secretarial services and provide him with a private office in the Borough Hall. When you factor all that in, we're talking about a borough attorney with an annual price tag of $300,000. That expense for a town our size (population 14,500) is nothing short of outrageous.
There is no question that Brennan is a competent lawyer and that he performs many legal services for the Borough; but he also finds time to be the municipal court judge in two other municipalities and to conduct a private law practice from an office on Franklin Turnpike. So he is not devoting all his time to Ramsey. Even if he were, we do not need a full-time lawyer. If you calculate working hours based on Brennan's compensation agreement, he is spending about 50 hours a week acting as Ramsey's borough attorney, on top of his other jobs.
