    Day one began with an overview of carrier tariffs, release rates and limitations of liability, Kevin P. Branch, Attorney for Dennis, Corry and Porter, LLP presented Carrier Tariffs, Release Rates and Limitations of Liability.Branch stated that before TIRRA, carriers had to file tariffs.After TIRRA, carriers did not have to file tariffs; however, tariffs had to be available upon the shipper's request.Branch recommended that carriers set up a web page including a link to the tariff.Additionally, Branch discussed release rates and how to best handle that issue.He advised that the courts had previously ruled that a provision needs to be included in the tariff advising the shipper that if a value is not declared, then a Carrier will impose the higher non-released value rate
