The best moments of the conference were when a former prisoner ( Timothy Shands ) who was on a panel spoke out frankly about the unrealistic expectations that are placed on released prisoners and when , during a question and answer period , an advocate ( Debra Hickman , Exec. Dir. of Sisters Together and Reaching ) rejected the suggestion of DOC Social Worker Barbara Boyle that the community people and organizations should come into the prisons to prepare prisoners for release.

Barbara Boyle ( Director of Social Work and Addictions , DOC ) sang Ernie Law's song.She said that DOC has forty ( 40 ) social workers for a population of over 20 , 000 prisoners.Each has a caseload of 500 clients , she said.All they can deal with is the special needs population.When I asked her later how many positions they requested for the FY 2000 budget , she said they had been cut in 1991.I again asked about the budget request for next year , and she said she did not know. [ Apparently , Ms. Boyle failed to request more positions ; which allows the Commissioner , the Secretary , the Governor and the General Assembly to avoid responsibility. ].
