Boucher said 13 establishments in town put in air filtration systems to allow a smoking section. However, tests conducted in 1999 by an HVAC engineering firm showed 11 of these places failed the clean-air test in the nonsmoking sections.
''We tried it and it didn't work,'' Boucher said. ''We're basically telling people they're in a nonsmoking area, yet there was smoke in that area.''
In April, a hearing was held on the latest initiative, and recently Boucher asked selectmen to place it on April's ballot.

Despite the misgivings of some, the move to ban smoking in food establishment has takem root in some communities. Braintree this summer enacted some of the toughest smoking regulations in the state, and Weymouth tightened its laws around the same time.
The Norwood board of health will count up the votes in April, and then decide what action to take.
The other towns in the area with new regulations under consideration also will be deciding on the smoking ban issue at about the same time.
