   I commend our effective Executive Director Mr. Jorge Botello and his staff for raising over 2 million dollars through new contracts, for resolving our cash flow needs efficiently and for stabilizing the school and organization by making decisions in the best interest of our local region.

   Community Council Executive Director Jorge Botello says his organizational payroll account is not upside down . "The concern they had on that was one of our accountants did not submit the deposits that were in transit. Once we did that, our accounts were balanced and not in a negative balance ... I think they (the TDHCA) will accept that."
   
   The letter also addressed "incentive payments allegedly made to the Executive Director by the Board of Directors given that CCSWT's personnel policies do not address a procedure and or agreement for the awarding of incentive payments as required.
   
   Botello responded to questions about incentive payments and salary adjustments.
