   "Most problems we've had are with (people) who create these landscapes, but don't check codes," said Billie Boswell, deputy city clerk.
   
   A 5-foot-tall fountain featuring three nude water nymphs stands right around the corner from the home in question.
   
   But that fountain isn't permanent, Boswell said.
   
   Builder sees no obstruction
   
   Entezar still doesn't understand. He argues that the basalt fountain at the $2.1 million home is a natural, Northwest-style water feature in tune with the "Northwest natural" look of Clyde Hill and obstructs no views.
   
   "Someone told me that, on the way to the golf course, they drive out of their usual route to go past the fountain," he said.
