    While secretary of the National Federation, Bostwick was instrumental in the formation of The Bahamas Association of Certified Officials and introduced the use of computers to Meet Management in The Bahamas.He also organized many coaching courses.He was a long standing member of the National Sports Advisory Council and a member of The Bahamas Olympic Association.

    Livingstone served as Operations Director for The Bahamas Games as well as Meet Director for Athletics in The Bahamas Games.He managed numerous national teams including: Carifta Games, CAC Junior and Senior Teams, World Championship Indoor and Outdoor Teams, Pan American Games Teams, Commonwealth Games Teams and Olympic Games Teams.

    His organizational skills are legendarty having served as Organization Secretary and Meet Director for the following:

    Bostwick represented The Bahamas at numerous IAAF Congresses and was awarded the IAAF Veteran's Pin at the Seville, Spain Congress in 1999.In 1982 he was appointed Secretary / Treasurer of the Central American and Caribbean Athletics Confederation, serving in that position for two terms.He was instrumental in the formulation of the new constitution of the Confederation.During this time the Confederation organized numerous technical education and coaching courses which formed the basis of the IAAF Coaching Certification programme.

    Livingstone started his working career as a teacher and he retired several years ago from The Bahamas Electricity Corporation.He is married to the former Branhilda Strachan.He is a life-long member of St. Agnes Church where he sings tenor in the Senior Choir.

    Bostwick was the secretary of the Bahamas Amateur Athletic Association between 1968 and 1997.He was Secretary/Treasurer of the Central American and Caribbean Athletic Confederation from 1982 to 1990.During his tenure a significant number of improvements were realized including the CAC Youth Championships, and the revision of the CAC Constitution..In addition the Decathlon was introduced into the CAC program.

    Livingstone attended IAAF Congresses in Rome, 1981, Athens, 1982, Los Angeles, 1984, Stuttgart, 1986, Barcelona, 1989, and Gothenburg, 1995.

    He has attended all the major Games and Championships in the world in capacities from Assistant Chef de Mission to manager.
