"Much to our disgust, it hasn't happened," said Bob Boston, a rail safety specialist with the UTC and state coordinator of Operation Lifesaver, a group that educates the public about the railroad dangers.
Boston said the city and railroad have been concerned about liability, and the big-money settlement in the DeBerge case may have cleared the way for talks.

Boston said pedestrians can't hear approaching trains because the wind from Puget Sound -- and trains going the opposite direction -- block the noise.People who walk the beach during low tide hop on the tracks to return to their starting points during high tide.
"They simply don't realize what the dangers are," Boston said.
