The word ,seed,, in certification terms, applies to all propagating materials, be it seed or propagated sod. . . . the ultimate purpose of seed or propagating material certification is to give the consumer assurance they are getting the variety that they are asking for. . . . Certification is accomplished through a series of inspections of the turfgrass as it moves through the process of growing in the fields and . . . being made ready for harvest and commercial use. . . .
