    CUMBERLAND - A renovated East Side School, including town homes and garden apartments - 48 in all - should be ready for occupancy in mid to late 2009, according to Al Borvice of Housing Development and Neighborhood Preservation Corp. in San Francisco.

    "We received our Maryland tax credit.Construction should begin in the July-to-September time frame with one year of construction after that," Borvice said Friday."Whiting-Turner (Baltimore) will be our builders and Chaney Architects (Cumberland) is doing the design.

    "We will simply call the new building East Side School," Borvice said."I think that name may have had a negative feel among some people because of the deterioration of the building over time, but once they see the revision and the renovation I think it will be a positive name.We wanted to stay plugged in historically to the name and the location."

    Although the number of units has decreased from the original plan of 52, many of the details remain the same, according to Borvice.

    Al Borvice of the Housing Development and Neighborhood Preservation Corp., based in San Francisco, is behind this project that was awarded $7.5 million in those housing tax credits and a $2 million Rental Fund Loan from the state's Department of Housing and Community Development.A private mortgage will provide the remaining funds.

    The city agreed to a 15-year abatement on city property taxes, not to exceed 60 percent.The city also plans to provide $200,000 in improvements such as water, sewer, road and storm water.

    Borvice said last month that the renovated building and townhouses off Reynolds Street could be ready for occupancy in mid to late 2009.

    Al Borvice of Housing Development & Neighborhood Preservation Corp. in San Francisco attended Tuesday's meeting.He has said previously that the school will be converted into apartments with new townhouses and apartments constructed adjacent to it.

    East Side was built in 1921 but closed in 1984 following consolidation.It has remained vacant since then.

    Borvice applied for funding in March and of 20 applications, eight were awarded with the East Side project ninth.The application will be resubmitted this fall.

    Al Borvice of the Housing Development and Neighborhood Preservation Corp. in San Francisco attended Tuesday's meeting and said the company could have demolished the building at 100 Reynolds St. but opted to rehabilitate it.

    He explored other uses for the building, including medical offices, but nothing other than apartments worked.

    "There's going to be some fantastic units in there," he said, noting 15-foot high ceilings will be one of the features.

    Units are to range in size from around 500 to 1,400 square feet.Intended for moderate-income families, Borvice said at last Tuesday's meeting that a one-bedroom apartment in the school will rent for $530 a month, plus utilities.

    Al Borvice of the Housing Development and Neighborhood Preservation Corp., based in San Francisco, said Monday that he's looking forward to turning an area of blight into one of beauty.The site, he said, is conducive to mixed use rehabilitation and he plans to turn the school into 25 units and about 30 townhouses.

    Although only in the design phase, Borvice said the project is estimated to cost nearly $8 million.

    He said the company had been looking for sites in Maryland and originally he looked at the former Peskin building in the city's Town Centre.The building wouldn't work for what the developer had in mind but once he saw the former school, he knew it was something that would work.

    He's also seeking the city's support in applying for the state's Community Development Association Federal Low-Income Housing Tax Credit Program.

    Borvice said the intent is to apply for the program this month with the hope to be awarded between $5.5 million and $6 million by June.

    "If we're really lucky and able to get that, we could start construction around September," he said, noting that the remaining $2 million for the project will come from private funds.
