"Education is a very sensitive area in China," says Mickey Bonin, regional manager, East Asia and Australasia, for Cambridge Esol, which is developing teacher-training qualifications for China. "It isn't like selling cars."

While he says the Government has been open and relatively helpful to his organisation, it is impossible to bypass bureaucracy and deal only with the private sector, as happens in the West.

Mickey Bonin co-ordinates a staff of 12 who provide support to our customers and stakeholders in East Asia. He has over 17 years' experience in applied linguistics, and English language teaching. He formerly worked for Cambridge University Press as their editor responsible for their applied linguistics series and was the editor responsible for the publishing of the Council of Europe's Common European Framework of Reference, the Studies in Language Testing Series and the Cambridge Language Assessment series. Mickey has an MPhil in Applied Linguistics from the University of Cambridge and a post graduate degree in ESL from McGill University.

Mickey Bonin, Cambridge Esol development manager for East Asia, says: 'The Beijing Speaks English (BSE) programme will use Cambridge Esol examinations as a benchmark to raise the English language standard of its citizens.The goal of BSE is to raise the standard of English of millions of people,' he said. 'I would expect them to achieve this goal.'

Simon Lebus, Chief Executive of Cambridge Assessment, Mickey Bonin (Regional Development Manager for East Asia and Australasia) and Japan Representative Martin Nuttall briefed the Minister on the work of Cambridge ESOL, which includes a growing offering in Japan - including the rapid development of the Business Language Testing System alongside Japan's STEP (Society for Testing English Proficiency).

"The English language ability standards for Chinese have been going up in the past few years, and that is a very good sign," said Mickey Bonin, East Asia development manager for the University of Cambridge ESOL Examination systems. Jointly managed by the Cambridge ESOL, British Council and the IDP Australia, IELTS is recognized as a key admission criteria by universities around the world, with a score range of 0 to 9 points.
