    Inside Killingly Town Hall Wednesday, Assessor Melissa Bonin logged into one of the town's two GIS terminals and brought up digital images of parcels throughout town.Screens differentiating zoning districts, fire districts and property lines appeared, showing specific elevations, soil types and tree lines for each section.

    "The system is like Post-it notes," Bonin said."I don't know how we got along without it.Every year we find new ways to use it."

    Bonin said the system cost approximately $500,000 to set up in 1999 and costs about $9,000 annually to update.New structures and roads are added annually, she said, while buildings lost to demolition or fires are removed.

    Bonin said the system allows residents with only a passing knowledge of a property to access pertinent information quickly and conveniently.

    Every 10 years since 1964, Killingly's mill rate has decreased after a property revaluation -- such as the one the town conducted earlier this year, Assessor Melissa Bonin said.

    "All the revaluation data we receive will be applied to the town's grand list in January," Bonin said."And, as the grand list rises, the mill rate drops."

    Bonin said a revaluation, now conducted every five years, can cut both ways, though.

    Assessor Melissa Bonin said her office already has begun using the mapping system on a limited basis and will be able to make even greater use of the system after two planned hearings with property owners scheduled for next month.She said that system also would help with the property revaluation the town plans to begin shortly.Any discrepancies found in lot size that show up in the geographic information system can be corrected at the time the revaluation work is done, she said.

    "The data we'll have available for use will be more correct now than it's ever been," Bonin said.

    Bonin said notices are being sent next week to all property owners detailing the information on their land.

    The hearings to review those maps will be March 15 from 10 a.m. to 8 p.m. and March 16 from 8:30 a.m. to 2:30 p.m. at the Town Hall meeting room.

    KILLINGLY -- The town's grand list increased by slightly more than 2 percent during the previous year, Assessor Melissa Bonin said.

    "There have been a large number of subdivisions that have been approved in recent years, helping to fuel the growth in private homes," Bonin said."What was once a 10-acre houselot, has been subdivided into 10 1-acre lots and that's helped to increase the total real estate value on the grand list."

    In addition to the significant number of new homes completed in the past year, the completion of a new auto dealership (Town Line Auto) on lower Route 12 and an addition to the United Natural Foods plant in Dayville also helped to raise the real estate values, according to Bonin.

    Gross real estate value on the grand list was pegged at $720,388,245.After exemptions of $100.3 million, the net value of real estate was listed at $620,065,237.

    Personal property -- equipment and other items in commercial and industrial properties -- added a net of $79,993,561 and motor vehicles were assessed at a net value of $87,160,455.

    "Real estate drives the grand list," Bonin said."We'll likely see a comparable increase in real estate values on the 2005 grand list because there are several subdivision applications still pending before the Planning and Zoning Commission.

    "If they come through, we'll have a very busy year," she said.
