   "It is a preventative action," said Justine Blizzard, the president of the Lifesaving Society in New Brunswick and the manager of the City of Fredericton's aquatic facilities.

   "When people fall in it initially scares them and they go into shock," Ms. Blizzard said. "The panic can more or less consume them and, unless they are of that certain kind of psyche where they can gather their thoughts and have that survival instinct, that panic can take over them."
   
   Being able to tread water for a minute gives the victim time to calm down, get their breathing under control and be able to locate the nearest point of safety, she said.
