   Mr. Bliven is a consultant with Regulatory & Cogeneration Services. RCS represents co-generators and industrial power and gas users in regulatory and contractual proceedings nationwide. Ray was on the Bonneville Power Administration rate staff for 14 years before joining RCS. While at BPA, Ray had various responsibilities for forecasting revenues from the sales of energy in the West Coast power markets, including electric price and gas price forecasting. Since joining RCS, Ray has continued to be an active observer of the fundamentals of the power market and has been using AURORA to forecast electricity prices for a number of clients. Ray has a BA in Economics from Washington State University.
