   James S. Blitz James S. Blitz is a partner in the Washington, D.C., office of Davis Wright Tremaine, L.L.P. Mr. Blitz has more than 20 years experience as a communications law practitioner, both in private practice and in-house with a cable television and broadcasting operator. He has represented cable television programmers, cable operators, and municipalities in Federal Communications Commission and federal court proceedings concerning all aspects of multichannel video operations, including must carry, à la carte cable cariage, and right-of-way issues under the 1996 Telecommunications Act. Mr. Blitz was twice appointed to the Montgomery County, MD, Cable Communications Advisory Committee. He is an active member of the Federal Communications Bar Association and has served as its Treasurer, a member of its Executive Committee, chair of the FCBA Foundation. James S.
