"In August, The Orange County Register reported that the MITRE draft said that departures from El Toro would not be as safe or efficient as county officials promise. It relied on current flight patterns. Bliss's letter stressed that the MITRE report is just one portion of the data used to draw the FAA's conclusions. The FAA study is based on the county's blueprint of El Toro, which call for 28.8 million annual passengers by 2020. "Bliss says the FAA won't study westerly departures--which would take off over Irvine--because the county doesn't intend to use them.

   Herman Bliss, Manager of the FAA's Western-Pacific Regional Airports Division minimized the significance of the report and refused to supply a copy to Supervisor Tom Wilson after their recent meeting, claiming that, "premature publication of this report would likely lead to misinterpretation."

   The Executive Director of ETRPA had strong words for Herman Bliss, Head of the FAA Airports Division for the Western-Pacific Region, following Bliss' October 30 letter favorable to an El Toro airport.
   
   In a press release headlined "El Toro Not Proven Safe for Commercial Aviation", ETRPA's Paul Eckles said of Bliss, "Putting the cart before the horse seems to be the best description of Mr. Bliss' conclusion.
