Joy A. Blinn Joins PBS&J Transportation Staff
Jacksonville, Florida , Joy A. Blinn has joined PBS&J's Jacksonville office as a planner in the Transportation Planning/PD&E Division.In this capacity, she will be responsible for transportation-related studies including transportation systems planning, corridor studies, and long-range planning; public involvement; grant writing; and permitting.She brings to PBS&J significant experience in development of regional impact (DRI) and planned unit development permitting, comprehensive planning, and concurrency and site plan applications.
Blinn has recently been a team member on several major projects in the greater Jacksonville area.For the Preservation Project in Duval County, she co-wrote several grants that were funded through the Florida Community Trust.She also wrote management plans and project plans and helped collect over $8 million in grant funding for the Preservation Project, Better Jacksonville Plan.She has also been associated with planning for the new town of Nocatee, RiverTown mixed-use development, Aberdeen and DurbinCreek DRIs, South Hampton golf community, Gran Park of Jacksonville, Bartram Park Village shopping center development, OakLeaf/Argyle Forest DRI, and the Music Theatre at I-95.
Blinn obtained her masters degree in urban and regional planning from the University of Florida (UF) and a B.S. degree from the UF College of Agriculture.She also has a paralegal degree from the University of North Florida.She is a board member of the First Coast Chapter of the Florida Planning and Zoning Association and a member of the American Planning Association.
