The council is obligated to accept the lowest bid unless there is a valid reason not to, said Papillion Mayor James Blinn.In this case, some council members said they felt switching contractors would be in the city's best interest.Dostal's contract for the second phase is for $169,586; its bid was $7,000 more than All Purpose's.The first phase totaled $421,486.
The project's second phase will begin the last week of August and is scheduled for completion by Oct. 31, Blinn said.The second phase is similar to the first and covers the area from Second to Third streets on the west side of the street and consists of replacing sidewalks, adding landscape and inserting brick, he said.
Councilman Tom Mumgaard, who represents the downtown area, said he voted to award the second phase to Dostal because he said he felt the city's dollars would be put to better use with another contractor due to "varied" problems with All Purpose.
"The fact of the matter is, I received complaints from property owners," he said.
Mumgaard would not comment on the specifics of those problems, but Blinn said the initial issues were with steps being laid, drainage and finish work that needed to be readdressed.With any big project, however, Blinn said problems are common.
"In my mind, it's not unusual that we have to come back and get issues corrected," Blinn said.
