   "Animal sanctuaries and zoos are regulated and must meet certain requirements to ensure the safety of the animals, their caretakers, and the community," said Anne Bleyman, president of the Carnivore Preservation Trust. "There are, however, no federal laws that prevent people from owning tigers and many other exotic animals." Private ownership is not regulated by most states, including North Carolina. Some counties and towns do have ordinances, but those vary greatly, Bleyman said, adding, "Many more big cats are kept as pets than you would expect. In fact, there are more tigers kept as pets in the U.S. than are found in the wild. Local governments are concerned about protecting both humans and animals, but often lack the knowledge how to best address the problem." Bleyman added, "It is not in the best interest of anyone to treat a tiger like a housecat.

   We're trying to explore a lot of options so we don't have to look at closing , trust president Anne Bleyman said Friday.
   
   The trust decided to seek donations because it holds only a few months' worth of operating expenses in reserve right now , Bleyman said.
   
   It costs between $20 , 000 and $30 , 000 a month to operate the trust , which provides a home to more than 200 endangered big cats , including tigers , leopards , jaguars , cougars , ocelots , servals and caracals , Bleyman said. Caracals , tawny colored with distinctive black tufted ears , are native to Africa and southwestern Asia. A serval is a spotted African wildcat.
   
   Many of the sanctuary's animals , such as Cato , were rescued from abuse and neglect. Tigger , a tiger less than a year old , was found four years ago chained to a tree in downtown Houston ; he had probably never seen another tiger before he found sanctuary at CPT , officials said.

   We will not let them down , Bleyman said.
   
   The trust has already cut administrative staff , in some cases by not filling a position when someone leaves , and have cut one of four keeper positions , Bleyman said.

   We have a very dedicated staff working long hours , and the animals haven't noticed the difference , Bleyman said.
   
   The trust may have to try to place some of its animals elsewhere , such as zoos and other sanctuaries. But good places are hard to find , Bleyman said.
   
   We're very particular as to where the animals go. We want them to go to a reputable place and be well taken care of , Bleyman said.
   
   The trust also is trying to gain certification from the Association of Sanctuaries and licensing by the U.S. Department of Agriculture , which will help it raise funds in the long run , Bleyman said.
   
   But short-term , we need to raise funds immediately if we're to keep CPT operating , Bleyman said.
