    Mr. Chris Blewett, MRGCOG Staff, presented the UTPPB with the following information:

    Background:

    As the metropolitan planning organization (MPO) for the Albuquerque Metropolitan Planning Area (AMPA), MRGCOG is required to develop, establish, and implement a Congestion Management System (CMS) as a part of the metropolitan planning process.An effective CMS is a systematic process for managing congestion that provides information on transportation system performance and on alternative strategies for alleviating congestion and enhancing the mobility of persons and goods to levels that meet State and local needs.The Albuquerque area=s CMS has been determined by the Federal Highway Administration (FHWA) to not be in full compliance of the federal regulations.Staff is working to ensure this compliance by March 1, 2001.
