Background:

As the metropolitan planning organization (MPO) for the Albuquerque Metropolitan Planning Area (AMPA), MRGCOG is required to develop, establish, and implement a Congestion Management System (CMS) as a part of the metropolitan planning process.An effective CMS is a systematic process for managing congestion that provides information on transportation system performance and on alternative strategies for alleviating congestion and enhancing the mobility of persons and goods to levels that meet State and local needs.The Albuquerque area=s CMS has been determined by the Federal Highway Administration (FHWA) to not be in full compliance of the federal regulations.Staff is working to ensure this compliance by March 1, 2001.

Mr. Blewett confirmed with the Board that their intent is to make the PIC more functional and the Board agreed.His intent is to sit down with the PIC chairman and discuss the feedback that the Board had regarding this issue.
