   Roger D. Blevins III, 32, who until last week was secretary for the New Castle County Democratic Party, was charged with interstate transport of stolen property in U.S. District Court in Wilmington.If convicted, Blevins faces up to 10 years in prison and a $250,000 fine.
   
   Blevins has an unlisted phone number and he could not be reached for comment.

   The federal complaint alleges Blevins stole from Biden's campaign from October 2002 through this month, making unauthorized transfers in amounts from $3,000 to $80,000.
   
   Most of the money, $230,000, was taken in 22 unauthorized wire transfers between March and July, according to court documents.The largest single transfer, $80,000, was sent to a credit union in Florida, according to the complaint.
   
   The court document also alleges that Blevins acknowledged the transfers were not for legitimate campaign expenses.
   
   A formal indictment by federal prosecutors is expected within 30 days.
   
   Blevins worked for Biden as a volunteer for several years before becoming a paid staffer nine years ago, Aitken said.

   The alleged culprit is Biden's Asst. Campaign Treasurer, Roger D. Blevins III, who also served as Secretary of the New Castle County Democratic Party.Of course, the Senator is the innocent mark here.Having been robbed myself by one of Joe's constituents, I have deep sympathy for anyone who falls victim to a crime, even one who taxes and spends.But seeing how this money was earmarked for a failed Presidential bid, it's hard to say it's gone to waste.Hopefully, Mr. Blevins spent his ill-gotten gains on something with more lasting value--like whiskey, race horses and Tijuana prostitutes.Naturally, the news is reverberating throughout the Delaware political scene:
