   "Back in April, we had a new computer system go in," says Rody Blevins, president and CEO of Volunteer Energy Cooperative, "and at that time, we decided to break the charge out to better reflect wxactly what people are paying for their electricity." Mr. Blevins tells me, the customer charge has always been ON the bill.. He says, the charge covers the cost of meters, reading them, processing billing statements, servicing the lines, and paying customer service representatives..

   Mr. Blevins also apologized for the confusion Ms. Collins experienced.. He says, notices about the new bills and the itemized customer service charge went out several weeks before the charge became itemized, and Ms. Collins' husband acknowledged, they may have missed those notices, when they first came out..
