Ches Blevins

Ches Blevins practices surface mining and reclamation, water and waste management law, and is a member of the Surface Mining and Reclamation Practice Group as well as the Air and Waste and Water Practice Groups.He practices before the Railroad Commission of Texas and TCEQ as well as other state and federal agencies.He is counsel to the Board of the Texas Mining and Reclamation Association.Previously, he held key posts in state agencies: Assistant Director and Legal Examiner, Railroad Commission of Texas, Surface Mining Division, 1977 - 1982, and Assistant Director of Hearings, Chief Examiner for Water Quality, Texas Water Commission, Texas Water Quality Board (predecessors of the TCEQ), 1973 - 1977.He has written and spoken on compliance audits for environmental health and environmental aspects of lignite mining.His memberships include American Bar Association (Section on Environment, Energy, and Resources); State Bar of Texas (Sections on Oil, Gas and Minerals Law; Environmental and Natural Resources Law; and Administrative and Public Law); and College of the State Bar of Texas.He is a fellow of the Texas Bar Foundation.He is a member of the Air and Waste Management Association, Texas Mining and Reclamation Association, Texas Aggregates and Concrete Association, and Center for Energy and Economic Development.He has been admitted to practice before the U.S. District Court, Western District of Texas.Ches was born in Corpus Christi, grew up in Houston and graduated in 1969 with a B.S. from the University of Houston.He received a J.D. from the University of Texas School of Law in 1972.He achieved the rank of Captain in the U.S. Army Quartermaster Reserve.
