   Jim Bletner, president of the Kingston Pike-Sequoyah Hills Homeowners Association, said communication problems between KUB's policies and what's being implemented on the ground were still evident once the work began.
   
   The policy requires that a 10-foot lateral buffer be maintained between power lines and the closest tree limb.
