County commissioners held a budget work session Tuesday to hear a report about the financial situation from accountant John Blemberg of Anderson, Tackman & Co., in Marquette. "There's a cash deficit in the general fund. There is not a deficit fund balance in the general fund," Blemberg said. "They are working on various alternatives to assisting on budgeting to relieve some of that as well as identifying and beginning to look at the status of the airport." His report shows the county has a $460,000 cash deficit in the general fund - the primary operating fund for the county. The fund for the Houghton County Memorial Airport shows a cash deficit of $932,000. Blemberg said capital expenses such as land acquisitions for a proposed new county jail and required improvements at the airport are primary causes for the deficit.

According to Blemberg, there is more than $11.4 million in the pool. In the past, the county has used the pool to fund capital outlays and unforeseen expenses that have arisen in the airport and general funds.

Blemberg said the county will still need to monitor its budget closely - suggesting quarterly reviews. A large capital expense in the general fund is the acquisition of the site of the old Houghton High School for a possible jail. In 1999 and 2000, the county spent about $580,000 on the project, and adding central air to the county courthouse. Capital expenses have mounted at the airport where the cash deficit has grown from $170,000 in 1993. Blemberg's report shows capital expenditures to renovate the airport average $150,000 to $200,000 each year.
