    State funding of $888 per student in the program -- roughly $18,000 per classroom -- falls far short of the teacher, work space, equipment and operating costs in most districts, according to Bob Blattner of School Services of California, which provides fiscal services to districts statewide.

    Having joined SSC in 1994, Bob W. Blattner, Vice President, advocates on behalf of SSC clients' legislative interests and advises school agencies on programmatic and fiscal issues, particularly as they relate to statewide legislative and budgetary action.He also serves as SSC's media consultant and liaison.

    Intimately involved in the development and implementation of primary grade class-size reduction, Bob drafted Class-Size Reduction: An Introduction to Implementation Issues in cooperation with the California Association of School Business Officials.He also researched and wrote Facilities & Class-Size Reduction: A Report to California Policymakers, which was commissioned by the state's Fiscal Crisis and Management Assistance Team (FCMAT).Additionally, Bob presented workshops on CSR implementation and advised scores of clients individually.

    In the months leading up to the landslide passage of 1996's $3 billion statewide school bond, Bob assisted with the pro-Proposition 203 campaign.He developed and directed a statewide grassroots media effort that targeted small and medium-sized newspapers and electronic media with individualized press packets tailored from photographs and videos collected during an across-the-state tour.

    Prior to joining SSC, Bob worked for a number of newspapers, including The Sacramento Bee, The Sacramento Union, and The Daily Press of Newport News, Virginia.He was founding editor of Education Beat, and in that capacity first established his relationship with School Services.Throughout his journalistic career, Bob covered education, government, courts, and social issues, garnering prizes in the process such as the California Teachers Association 1989 John Swett Award for coverage of California education.

    Bob earned his B.A. in History from Yale University and then his Master of Journalism degree from the University of California, Berkeley.It was at Cal where he met his wife, Ann McFadden Blattner, a former press secretary to State Senators Lucy Killea and David Roberti.
