   In exchange , Poland will allow Russia permission to pipeline more oil through Poland to Gdansk , deputy economy minister Bernard Blaszczyk said in Moscow on Tuesday. Mr Blaszczyk , who is attending a Moscow sitting of a mixed Polish-Russian trade and economic relations commission , said the suggestion had come from the Polish side. He added that Poland also proposed reducing its fishing quotas in the Okhotsk Sea in exchange for more food sales to Russia. Before the meeting Russia had threatened to cut imports of Polish sugar to one-sixth of the present volume and later pressed for changes in its coal export quotas to Poland. We managed not to let the sugar issue come under debate today and we reminded the Russians that when we introduced stiffer quotas on their coal we went through all the preliminary procedures foreseen in such cases , a member of the Polish delegation said.
